- Cons: card issuance fees; monthly or per-transaction fees; the underlying network price may be above the national average.
- Best for: 10-200 vehicle fleets, mixed urban/inter-urban, international transport.
In-house tank (own cistern or bulk delivery)
- Pros: wholesale purchase direct from distributor, 0.20-0.50 RON/L below pump; full VAT control; refueling at night without queues.
- Cons: initial investment ~80,000-200,000 RON for ANRE/ISCIR-certified cistern; regulatory burden (fire safety, ISO); inventory volatility risk.
- Best for: >50 vehicle fleets with predictable routes, central depot, consumption >100,000 L/month.

OUG 19/2026 impact on fleets
From 1 April – 30 June 2026, Romania's OUG 19/2026 caps the commercial markup of large networks to the previous monthly average. For fleets, this means:
- Fleet card discounts are limited to baseline differentials — many companies report temporarily reduced discounts from 0.15 RON/L down to 0.07-0.10 RON/L.
- In-house bulk tank remains favorable, but the distributor's margin is also adjusted — the differential remains broadly similar to pre-OUG levels.
- After 30 June 2026, if the cap isn't extended, prices may swing ±0.10 RON/L quickly — large-volume fleets should re-engage card partners to reactivate usual discounts.
