GEO 19/2026 and its effects on the fuel market

Emergency Ordinance 19/2026 represented a temporary intervention by the Romanian state in the fuel market, with the main objective of capping the commercial margin applied by economic operators. This measure did not establish a fixed price at the pump but imposed an upper limit on the profit margin that distributors could add to the purchase cost of fuel. Practically, it aimed to control inflation and protect consumers in a volatile economic context.

According to the provisions, the commercial margin was capped at an average established based on the values recorded in 2025. This capping applied to all types of fuels sold, from gasoline and diesel to automotive LPG, influencing prices in thousands of stations across the country, including the 1713 physical stations that PretCarburant.ro actively monitors.

The capping of the commercial margin, introduced by GEO 19/2026, worked through a simple mechanism: operators were not allowed to exceed a certain profit margin above the purchase price of fuels. This margin was calculated as an average of the commercial margins recorded throughout 2025. Thus, the final price at the pump was not fixed, but its variations were limited by this maximum allowed margin.

In practice, we observed that this method led to a standardization of prices in the market. Oil companies tended to adjust their prices close to the maximum limit allowed by the ordinance, which reduced significant differences between stations. For comparison, today, the spread between the minimum and maximum price for 95 Gasoline is 0.12 lei/L, a fluctuation that would have been considerably smaller under the margin capping regime.

Emergency Ordinance 19/2026 was a strictly temporary measure with a well-defined validity period. According to the normative act, the capping of the commercial margin on fuels was in effect for a duration of three calendar months, starting from April 1, 2026, and ending on June 30, 2026.

It is crucial to remember that this ordinance was not extended after June 30, 2026, which marked a return to a free fuel market. Our constant monitoring, which today includes 5588 available valid prices, allowed us to directly observe the impact of this transition on prices in fuel stations across the country.

During the period of application of OUG 19/2026, we observed a trend towards price uniformity at the pump. Although it was not a fixed price, capping the commercial margin caused most stations, especially those of the same brand, to display very similar prices. Practically, the significant price variations, typical of a free market, were greatly diminished.

This uniformity created a perception of stability for consumers, but it also limited price competition. Today, without the cap, average prices are stabilizing at values such as 10.10 lei/L for 95 Unleaded Gasoline and 10.90 lei/L for Diesel, but with greater variations between stations and brands, a variability that was much lower during the three months the ordinance was applied.

The decision not to extend OUG 19/2026 after June 30, 2026, belonged to the authorities, who considered that the fuel market could resume its operation under normal competitive conditions. The measure was designed from the beginning as a temporary one, intended to mitigate a specific economic shock, not as a long-term solution for the market.

The return to a free market allows distributors to set their prices based on acquisition costs, transport, taxes, and their own commercial strategies, without the constraint of an imposed maximum margin. This freedom is reflected in current prices, where, for example, a full tank of 50 liters of diesel costs an average of 545 lei, and variations can be more pronounced than during the price capping period.

Immediately after the cessation of OUG 19/2026 application, at the beginning of July, we registered a prompt market reaction. The most notable was the impact on diesel prices, which increased by approximately 35 bani per liter in the first few days without the price cap. This increase reflected the operators' adjustment to the new market conditions, without the constraint of the commercial margin.

Although the increase was strongly felt by consumers, it was a direct consequence of the return to a free market, where supply and demand forces, along with distributors' operating costs, dictate prices. Today, the average price of diesel stands at 10.90 lei/L, a value that includes all these cost components and the free profit margin.

The fuel market in Romania is now operating in a free market regime, without capping the commercial markup. This means that pump prices are determined by a combination of factors, including international oil quotes, the foreign exchange rate, state taxes, and the commercial strategies of each distributor.

According to our monitoring, current average prices show gasoline 95 at 10.10 lei/L and diesel at 10.90 lei/L. Auto LPG remains an economical alternative, with an average price of 4.71 lei/L, being 5.39 lei/L cheaper than gasoline. Price differences between stations, even within the same city, are again visible, reflecting the competition and policies of each operator in the 1713 physical stations in our catalog.

The cost of a full tank of fuel varies depending on the type of fuel and the chosen gas station. For a car with a 50-liter tank, a full tank of gasoline 95 costs on average 505 lei at current prices. For diesel, the average cost for a full 50-liter tank is 545 lei, indicating a significant difference compared to gasoline.

The auto LPG alternative continues to be the most financially advantageous. With an average price of 4.71 lei/L, LPG is 5.39 lei/L cheaper than gasoline 95, which translates into substantial long-term savings for drivers who have cars equipped with an LPG system. These costs reflect today's free market dynamics, a different reality from the OUG 19/2026 period.
