The Romanian vignette ("rovinieta") is the mandatory road-use charge for national roads and motorways, managed by CNAIR through the CSNR system. Online verification confirms whether a vehicle (by license plate) currently has a valid vignette. Standard durations range from 1 day to 12 months, starting at around 3.5 EUR for cars. We strongly recommend verifying before any long-distance trip — fines for missing or expired vignettes can exceed 1,000 RON and are issued automatically by ANPR cameras on main routes.

Mandatory liability (RCA) check

RCA (third-party motor liability insurance) is mandatory for any vehicle registered in Romania. The CEDAM database, run by ASF (the financial supervision authority), allows the public to verify policy validity using the license plate number. This is useful both for owners checking expiration and for buyers of used cars — a vehicle without valid RCA cannot legally be driven on public roads and registration may be suspended.

Technical inspection (ITP) check

The Periodic Technical Inspection ("ITP") is the mandatory roadworthiness check, run by the Romanian Automotive Register (RAR). For passenger cars, the ITP is valid 2 years after the first 3 years from initial registration, then yearly. For trucks and buses inspection is annual or semi-annual depending on gross weight. Driving a car with an expired ITP is sanctioned with fines of 580–1,450 RON and license suspension.

Pay traffic fines (Ghișeul.ro)

Ghișeul.ro is the official national e-payment platform for taxes and fines towards public institutions. It supports paying traffic fines at half price (50%) within the first 15 days of receipt, per OUG 195/2002, using the citation series and number. Accepts card and bank-transfer payments. We recommend verifying the citation immediately on receipt — the 15-day window starts from the date of communication, not the date of the offence.

Emergency roadside assistance covers towing, on-site repair and medical first aid in incidents on public roads. The 24/7 emergency numbers in Romania are 112 (integrated emergency) and 9112 (ACR-specific). For minor breakdowns (dead battery, flat tire, fuel-out), most CASCO insurance policies and some extended RCA cover include assistance. For long trips, an emergency kit with a reflective vest, warning triangle and first-aid kit is mandatory by Romanian law.

Vehicle registration (DRPCIV)

For online appointments and a list of required documents at the county office, the official portal is the starting point. Indicative fees for a new car: ~110 RON registration fee plus plates.
